Is Svalbard the new Crimea? Dedicated to the EU intelligence services
Preamble. The Jamestown Foundation is an American think tank (i.e., a "think tank") that studies how countries such as Russia, China, Iran and other regimes that may pose a threat to the United States and the world operate.
The centre's main goal is to analyse security threats, especially those posed by authoritarian states. The Centre produces analyses, reports and investigations for policymakers, the military, journalists and researchers. Although it is officially independent (but based in Washington), it has close ties to the US government and intelligence.
Jamestown is known for the fact that its founder is a well-known Cold War defector, Arkady Shevchenko (former UN Under-Secretary-General and Advisor to the USSR Foreign Ministry). The centre
strongly criticises the Kremlin, analysing in detail the activities of the FSB, PMCs (especially Wagner), as well as Russian operations in Ukraine, Syria, Africa, the Arctic and other regions. The centre's materials are read in Washington, Brussels, Kyiv, and are very much disliked in Moscow. the Russian authorities have repeatedly accused the centre of "subversive activities".
It should also be noted that the centre was established in 1984 to collect, analyse and disseminate information from hard-to-reach sources, including post-Soviet countries, authoritarian regimes and conflict zones.
In short, Jamestown is an expert and analytical platform that exposes Russia's imperial plans and warns the West against the threats posed by the latter. Often, they are the first to publish what is later confirmed in reality.

"Moscow warns Oslo over Spitsbergen, but offers 'deal' with US on Arctic
Moscow has said that Oslo's beefing up of its defences in Svalbard is a violation of the Svalbard Treaty, implying that Russia considers itself the defender of the treaty and may take military action to protect it.
Nikolai Patrushev, a hardline Kremlin aide close to Putin, echoed this reaction and said that the West was threatening Russia in the north, believing that Moscow must act immediately to protect its national interests.
However, in line with Russia's own approach, one of its senior negotiators with the United States argued that this is not the time for a "cold war" in the Arctic, but rather a comprehensive "deal".
Over the past ten days, Moscow has sharply increased tensions with the West over the conflict in the North Atlantic and Arctic Oceans. The Kremlin, however, is offering US President Donald Trump a "way out" through a more comprehensive "deal".
On March 14, the Russian Foreign Ministry summoned Norwegian Ambassador Robert Kvile to inform him that Moscow considers Oslo's efforts to strengthen its defences on Svalbard and the Svalbard archipelago a violation of the 1920 Svalbard Treaty, which recognises Norway's sovereignty over the islands but excludes their military use. Russia, as a signatory country, considers itself the defender of this treaty and has the right to take measures to protect its provisions.
On 13 March, Nikolai Patrushev, a close Putin associate who has long been known for his hardline views, said that the North Atlantic Treaty Organisation (NATO) threatens Russia's national interests in the Atlantic and Arctic Oceans. Furthermore, he stated that Moscow has the right and even the obligation to take immediate measures to protect itself from such threats.
These two moves were complemented by a classic Russian misleading tactic: Kirill Dmitriev, an influential Russian businessman and official at the centre of the Moscow-Washington negotiations over Ukraine, simultaneously insisted that this is not the time for a new Cold War in the Arctic, but rather for a comprehensive "deal" between Moscow and Washington, which is exactly the kind of language that Trump is likely to like.
Kvile's challenge was only the latest in a series of Russian moves over the past few years regarding Svalbard. Such actions have led some defence analysts to conclude that it and other islands in the Baltic Sea and North Atlantic could be Russia's first targets if it decides to attack NATO countries. Among the reasons for their concern is that these islands are poorly defended and, in the case of Svalbard, subject to treaties that limit their militarisation.
At the same time, Moscow may use the People's Republic of China to increase its presence on the archipelago, taking measures behind the facade of international support. Norway refused to be intimidated and instead took steps to expand its defence capabilities in the Svalbard archipelago
Oslo's firm stance provoked a mixed reaction in Moscow. Patrushev saw it as evidence that the West was working to undermine Russia's interests in the North Atlantic and Arctic, and that this must be countered. Dmitriev, however, concluded that the best course for Moscow, especially at a time when Trump is talking about acquiring Greenland, is to ignore European opposition and conclude a "deal" with Washington that would divide the region, including Svalbard, into clearly defined spheres of influence. Both positions have support in the Russian capital in part because, despite appearances, they are complementary rather than opposing each other, as together they allow Moscow to weaken Europe, further divide the United States and Europe, and expand Russian influence and presence where it has been.
Patrushev reflects a more traditional Russian approach. In an interview with the Moscow-based military magazine National Defence, he said that Western countries are now, as in the past, conducting a concerted campaign against Russian interests in the Baltic Sea, Arctic and North Atlantic region to weaken Moscow. To prevent the West from succeeding, he calls on the Kremlin to respond by strengthening and building up its naval forces, for which it is personally responsible, and to challenge all such Western "provocations," including in places like Svalbard, where he believes they are particularly unacceptable. Many in Moscow share his view, but because of Russia's invasion of Ukraine, its resources are spread too thin to fully project power in the region without losing ground in Ukraine.
Dmitriev's approach is aimed at achieving the same goal as Patrushev's - expanding Russian influence at the expense of the West - but through a different means, a "deal with Trump" rather than the use of military force. In a tweet on 8 March, Dmitriev argued that "the Arctic is too important for Cold War-style politics" and should instead be part of a "rapprochement" between Russia and the United States. They "must find common ground to ensure stability, develop resources and protect the environment." According to him, "cooperation is not a choice, but a necessity"
Dmitriev has promoted this theme before. Educated at Stanford and Harvard universities, he rose to prominence as a Russian businessman and Putin ally during the first Trump administration, when he was one of the first Russian officials to meet with American leaders. At the time, he sought to work closely with then-Secretary of State Rex Tillerson to reach an Arctic agreement that would allow for joint oil and gas exploration and development. Those plans never materialised, but Dmitriev and his ideas are now in the Kremlin's sights
Dmitriev was a member of the Russian delegation that met with US Secretary of State Marco Rubio and National Security Advisor Michael Waltz in Saudi Arabia on 18 February to try to reach a US-Russian agreement on Ukraine. Putin apparently believes that Dmitriev is a man who understands Trump, has mastered the "art of the deal" and may be able to broker an even broader agreement between Moscow and Washington than just on Ukraine. For now, he is urging the US president to continue Russian activity in the Arctic and North Atlantic Ocean without the effort and risks that a patronising approach would necessarily entail.
However, if no such "deal" is reached, Patrushev's words are a reminder that Moscow has another approach in store that could be used when it deems it advantageous."

Is Svalbard the new Crimea? Dedicated to the EU intelligence services
Preamble. The Jamestown Foundation is an American think tank (i.e., a "think tank") that studies how countries such as Russia, China, Iran and other regimes that may pose a threat to the United States and the world operate.
The centre's main goal is to analyse security threats, especially those posed by authoritarian states. The Centre produces analyses, reports and investigations for policymakers, the military, journalists and researchers. Although it is officially independent (but based in Washington), it has close ties to the US government and intelligence.
Jamestown is known for the fact that its founder is a well-known Cold War defector, Arkady Shevchenko (former UN Under-Secretary-General and Advisor to the USSR Foreign Ministry). The centre
strongly criticises the Kremlin, analysing in detail the activities of the FSB, PMCs (especially Wagner), as well as Russian operations in Ukraine, Syria, Africa, the Arctic and other regions. The centre's materials are read in Washington, Brussels, Kyiv, and are very much disliked in Moscow. the Russian authorities have repeatedly accused the centre of "subversive activities".
It should also be noted that the centre was established in 1984 to collect, analyse and disseminate information from hard-to-reach sources, including post-Soviet countries, authoritarian regimes and conflict zones.
In short, Jamestown is an expert and analytical platform that exposes Russia's imperial plans and warns the West against the threats posed by the latter. Often, they are the first to publish what is later confirmed in reality.
And here is what they wrote about Svalbard:
"Moscow warns Oslo over Spitsbergen, but offers 'deal' with US on Arctic
Moscow has said that Oslo's beefing up of its defences in Svalbard is a violation of the Svalbard Treaty, implying that Russia considers itself the defender of the treaty and may take military action to protect it.
Nikolai Patrushev, a hardline Kremlin aide close to Putin, echoed this reaction and said that the West was threatening Russia in the north, believing that Moscow must act immediately to protect its national interests.
However, in line with Russia's own approach, one of its senior negotiators with the United States argued that this is not the time for a "cold war" in the Arctic, but rather a comprehensive "deal".
Over the past ten days, Moscow has sharply increased tensions with the West over the conflict in the North Atlantic and Arctic Oceans. The Kremlin, however, is offering US President Donald Trump a "way out" through a more comprehensive "deal".
On March 14, the Russian Foreign Ministry summoned Norwegian Ambassador Robert Kvile to inform him that Moscow considers Oslo's efforts to strengthen its defences on Svalbard and the Svalbard archipelago a violation of the 1920 Svalbard Treaty, which recognises Norway's sovereignty over the islands but excludes their military use. Russia, as a signatory country, considers itself the defender of this treaty and has the right to take measures to protect its provisions.
On 13 March, Nikolai Patrushev, a close Putin associate who has long been known for his hardline views, said that the North Atlantic Treaty Organisation (NATO) threatens Russia's national interests in the Atlantic and Arctic Oceans. Furthermore, he stated that Moscow has the right and even the obligation to take immediate measures to protect itself from such threats.
These two moves were complemented by a classic Russian misleading tactic: Kirill Dmitriev, an influential Russian businessman and official at the centre of the Moscow-Washington negotiations over Ukraine, simultaneously insisted that this is not the time for a new Cold War in the Arctic, but rather for a comprehensive "deal" between Moscow and Washington, which is exactly the kind of language that Trump is likely to like.
Kvile's challenge was only the latest in a series of Russian moves over the past few years regarding Svalbard. Such actions have led some defence analysts to conclude that it and other islands in the Baltic Sea and North Atlantic could be Russia's first targets if it decides to attack NATO countries. Among the reasons for their concern is that these islands are poorly defended and, in the case of Svalbard, subject to treaties that limit their militarisation.
At the same time, Moscow may use the People's Republic of China to increase its presence on the archipelago, taking measures behind the facade of international support. Norway refused to be intimidated and instead took steps to expand its defence capabilities in the Svalbard archipelago
Oslo's firm stance provoked a mixed reaction in Moscow. Patrushev saw it as evidence that the West was working to undermine Russia's interests in the North Atlantic and Arctic, and that this must be countered. Dmitriev, however, concluded that the best course for Moscow, especially at a time when Trump is talking about acquiring Greenland, is to ignore European opposition and conclude a "deal" with Washington that would divide the region, including Svalbard, into clearly defined spheres of influence. Both positions have support in the Russian capital in part because, despite appearances, they are complementary rather than opposing each other, as together they allow Moscow to weaken Europe, further divide the United States and Europe, and expand Russian influence and presence where it has been.
Patrushev reflects a more traditional Russian approach. In an interview with the Moscow-based military magazine National Defence, he said that Western countries are now, as in the past, conducting a concerted campaign against Russian interests in the Baltic Sea, Arctic and North Atlantic region to weaken Moscow. To prevent the West from succeeding, he calls on the Kremlin to respond by strengthening and building up its naval forces, for which it is personally responsible, and to challenge all such Western "provocations," including in places like Svalbard, where he believes they are particularly unacceptable. Many in Moscow share his view, but because of Russia's invasion of Ukraine, its resources are spread too thin to fully project power in the region without losing ground in Ukraine.
Dmitriev's approach is aimed at achieving the same goal as Patrushev's - expanding Russian influence at the expense of the West - but through a different means, a "deal with Trump" rather than the use of military force. In a tweet on 8 March, Dmitriev argued that "the Arctic is too important for Cold War-style politics" and should instead be part of a "rapprochement" between Russia and the United States. They "must find common ground to ensure stability, develop resources and protect the environment." According to him, "cooperation is not a choice, but a necessity"
Dmitriev has promoted this theme before. Educated at Stanford and Harvard universities, he rose to prominence as a Russian businessman and Putin ally during the first Trump administration, when he was one of the first Russian officials to meet with American leaders. At the time, he sought to work closely with then-Secretary of State Rex Tillerson to reach an Arctic agreement that would allow for joint oil and gas exploration and development. Those plans never materialised, but Dmitriev and his ideas are now in the Kremlin's sights
Dmitriev was a member of the Russian delegation that met with US Secretary of State Marco Rubio and National Security Advisor Michael Waltz in Saudi Arabia on 18 February to try to reach a US-Russian agreement on Ukraine. Putin apparently believes that Dmitriev is a man who understands Trump, has mastered the "art of the deal" and may be able to broker an even broader agreement between Moscow and Washington than just on Ukraine. For now, he is urging the US president to continue Russian activity in the Arctic and North Atlantic Ocean without the effort and risks that a patronising approach would necessarily entail.
However, if no such "deal" is reached, Patrushev's words are a reminder that Moscow has another approach in store that could be used when it deems it advantageous."
And now what does this have to do with Ukraine.
Let's start with the simple
The 1920 Svalbard Treaty gives Norway formal sovereignty, but with restrictions:
No military bases can be placed there,
All signatory countries (including Russia) have the right to conduct economic activity there.
However, Russia uses this to "legally" penetrate - for example, through coal mines in Barentsburg. This allows it to have a presence under the guise of "peaceful activities".
Barentsburg is a small village where Russians live and formally run a coal business. But Jamestown notes that there may be elements of military infrastructure there, and it can be quickly converted into a military base or a "hybrid centre".
In fact, Russia already has an "entry point" to Svalbard - it's just a matter of when it will be activated.
Next. All these dances with the challenge of the Norwegian ambassador are nothing more than a test of the West's reaction. Similar
situations like the one with Spitsbergen are reconnaissance by combat. If the West's reaction is weak, Russia takes the next step.
The scheme is simple: create information noise ("we are being provoked"), pull up "peace initiatives", put the West in front of the fact

But seriously, the trick is in minerals, because the Arctic is not just ice and bears. About 13% of the world's oil reserves, more than 30% of gas, and new sea routes (fewer pirates, less taxes, faster than the Suez Canal) have already been explored there.
Russia has already established military bases in Novaya Zemlya, Franz Josef, and Taimyr. It wants to control this space.

Novaya Zemlya is a large Russian Arctic territory with military airfields and radar systems.
Franz Josef is an archipelago, a strategic foothold from which Russia deploys air defence and surveillance systems.
Taimyr is the northernmost peninsula of Eurasia. Arctic garrisons and important logistics hubs of the Northern Sea Route are located there.
There are also Russian military bases on Kotelny Island (Novosibirsk Islands archipelago), Wrangel Island and Cape Schmidt (Chukotka).
That is why the Kremlin is trying to push NATO away, Russia is afraid of any NATO infrastructure in the Arctic, and Svalbard is becoming a symbol of resistance to Moscow
If Norway gives in, it will be a signal of weakness. This is why Jamestown's article calls for no retreat.
For those who have forgotten what Russia is, let me remind you that in 1939, the USSR said that Finland "threatens Leningrad" and therefore it is necessary to "defend ourselves" - and started a war. The same is true now: Russia is inventing a threat to justify aggression.
In addition, the situation with Spitsbergen is also a way to divide Europe and the United States:

The EU, on the other hand, is being told to shut up by the Russians, because Moscow has already decided everything with Washington.
In fact, this is hybrid diplomacy:

However, at the same time, the Kremlin is betting on Barentsburg, on miners, where it can set up passport offices to claim that this is no longer Norwegian territory, but a "zone of humanitarian influence".
Svalbard is not just an island. It is the gateway to the Arctic shelf, where trillions in resources lie. It is the control of the new Northern Sea Route. It is an extremely convenient place to spy on NATO and launch missiles right under Europe's nose.
And most importantly, the Russians are already there. Officially, they are still miners, but unofficially, they are potential "little green men" or "the people of Spitsbergen"
Moral. Svalbard is not about the Arctic. It is about whether the West can fight back without firing a shot.
Because if the West loses here, it will be followed by the Baltic, the Balkans, the Arctic, and... And an attempt to seize Kyiv. Again.
