A new war in the Balkans. Made in Moscow. Part two
Bosnia and Herzegovina is on the brink of war. This time, perhaps closer than ever since the 1992-1995 war. What was considered a protracted political crisis yesterday is now turning into a Russian-controlled scenario of state dismantling, with an eye on creating a new "Transnistria" in the heart of the Balkans.
For those who are not aware of what is happening, let me remind you
The President of Republika Srpska, Milorad Dodik, has gone all-in. The local parliament passed a series of laws that effectively separate the RS from Bosnia's state institutions. The laws provide for ignoring the central court and law enforcement agencies, creating its own border service and intelligence, drafting its own constitution, and introducing control over NGOs by analogy with the Russian law on foreign agents.
Does this sound familiar? Well, it does.
Next. On 26 February, Dodik was sentenced to one year in prison and deprived of the right to hold office for 6 years for ignoring the decisions of the International High Representative. But the sentence has not yet been carried out: the RS security forces are under his control, and the state, Bosnia and Herzegovina, is hesitant.
However, this very indecision is a window for a scenario familiar to Ukrainians: Dodik ignores the court, the security forces of Bosnia and Herzegovina prepare for a clash, Russia brings the issue of BiH to the UN Security Council (which it already did on 6 March), and then...
Then the Kremlin's media machine comes into play with the narrative of "oppression of Serbs". This is the Crimean template. Only now it has a Serbian flavour.
By the way, Dodik is not just a freak with ambitions. He has international support
Hungarian "civilians" in the territory of the RS are most likely special forces + regional support from Belgrade, which organised the "All-Serbian Assembly" and openly plays along with the idea of "returning powers" to the RS (more on this later) + Moscow, which wants to turn the RS into a controlled enclave - another point of pressure on the EU and NATO.
Now about the All-Serbian Assembly - what it is, etc.
In the summer of 2024, Serbian President Aleksandar Vucic and Milorad Dodik organised a symbolic event called the "All-Serbian Assembly" - a meeting that was supposed to show the "unity of all Serbs", even though they live in different countries: Serbia, Bosnia, Montenegro, etc.
At this meeting, a declaration was adopted on the right of Republika Srpska to regain all the state powers it had transferred to BiH after the war: the creation of its own army, control over taxes, a separate police force, and even a hint of the possibility of independent secession from Bosnia (Ukrainians: no fucking way).
This is a direct violation of the Dayton Agreements. Such a decision has no legal force, but it is a powerful political signal: Dodik formalises separatism, Serbian President Vucic legitimises it as "the interest of the Serbian people", and the West... The West gets a new split in Europe
If it does not intervene.
In fact, the All-Serbian Assembly is a rehearsal for secession, a political application for a new conflict and a new border.
The familiar world is sliding into the abyss at breakneck speed. In the heart of Europe, state institutions are being undermined in real time, the judiciary is being discredited, parallel security forces are being created, and creeping escalation and annexation are taking place under the guise of an "internal political dispute" that the EU prefers to ignore.
It will only get worse. It's only a matter of time before a direct confrontation between state security forces and the police of the Republic of Serbia begins, before "unknown armed persons" appear - new "little green men" from Serbia, Hungary or Russia, before a massive Kremlin media campaign starts screaming about "oppression of Serbs".
Ukrainians have seen this more than once. Europe is not interested (at least not yet).
So I'm going to suggest how events will develop further.
And then everything is simple and trivial - first, there will be an attempt to legalise the conflict through the UN Security Council, and then a "declaration of independence" of the RS and the creation of a new frozen conflict similar to Transnistria. The only question is how much blood will be shed, how long the fighting will last, and how brutal it will be (will there be a Srebrenica 2.0, for example)
For us, for Ukraine, such a scenario is not very good, because it will actually create a second front in Europe = dispersion of the West's attention, with all the consequences
For Europe, this will mean not only headaches in the Balkans, but also the creation of a pro-Russian bloc in the region (Orban - Vucic - Dodik - Fico). Plus, Serbia's Kosovo issue is not yet closed
Maybe the EU still doesn't understand, so I'll explain it simply: Dodik, Vucic and Putin are not playing "self-government". They are testing how far they can go while Europe waits for a "formal reason to respond".
The next war in Europe already has a name, a place, a flag and a "parliamentary" "decision". The only question is when the button will be pushed
I send my greetings to the EU intelligence services - you have the Crimean-Transnistrian scenario being played out by the Russians. Will you accept the challenge to play? Or at least take a look at how Transnistria 2.0 is being created in Europe or something...

In the summer of 2024, Serbian President Aleksandar Vucic and Milorad Dodik organised a symbolic event called the "All-Serbian Assembly" - a meeting that was supposed to show the "unity of all Serbs", even though they live in different countries: Serbia, Bosnia, Montenegro, etc.
At this meeting, a declaration was adopted on the right of Republika Srpska to regain all the state powers it had transferred to BiH after the war: the creation of its own army, control over taxes, a separate police force, and even a hint of the possibility of independent secession from Bosnia (Ukrainians: no fucking way).
This is a direct violation of the Dayton Agreements. Such a decision has no legal force, but it is a powerful political signal: Dodik formalises separatism, Serbian President Vucic legitimises it as "the interest of the Serbian people", and the West... The West gets a new split in Europe
If it does not intervene.
In fact, the All-Serbian Assembly is a rehearsal for secession, a political application for a new conflict and a new border.
The familiar world is sliding into the abyss at breakneck speed. In the heart of Europe, state institutions are being undermined in real time, the judiciary is being discredited, parallel security forces are being created, and creeping escalation and annexation are taking place under the guise of an "internal political dispute" that the EU prefers to ignore.
It will only get worse. It's only a matter of time before a direct confrontation between state security forces and the police of the Republic of Serbia begins, before "unknown armed persons" appear - new "little green men" from Serbia, Hungary or Russia, before a massive Kremlin media campaign starts screaming about "oppression of Serbs".
Ukrainians have seen this more than once. Europe is not interested (at least not yet).
So I'm going to suggest how events will develop further.
And then everything is simple and trivial - first, there will be an attempt to legalise the conflict through the UN Security Council, and then a "declaration of independence" of the RS and the creation of a new frozen conflict similar to Transnistria. The only question is how much blood will be shed, how long the fighting will last, and how brutal it will be (will there be a Srebrenica 2.0, for example)
For us, for Ukraine, such a scenario is not very good, because it will actually create a second front in Europe = dispersion of the West's attention, with all the consequences
For Europe, this will mean not only headaches in the Balkans, but also the creation of a pro-Russian bloc in the region (Orban - Vucic - Dodik - Fico). Plus, Serbia's Kosovo issue is not yet closed
Maybe the EU still doesn't understand, so I'll explain it simply: Dodik, Vucic and Putin are not playing "self-government". They are testing how far they can go while Europe waits for a "formal reason to respond".
The next war in Europe already has a name, a place, a flag and a "parliamentary" "decision". The only question is when the button will be pushed
I send my greetings to the EU intelligence services - you have the Crimean-Transnistrian scenario being played out by the Russians. Will you accept the challenge to play? Or at least take a look at how Transnistria 2.0 is being created in Europe or something...
