The shadow fleet. A bit about oil that is not a sandwich
I read another interesting article in politico. I quote in full:
"Inside the new plan to capture Russia's shadow fleet
European nations are pushing for a new force to suppress Moscow's shadowy fleet after a series of incidents in the Baltic Sea.
Finland - In a Finnish gulf, barely visible between snow-covered trees, a creaking tanker the length of two football fields sways quietly up and down - a surprisingly calm sight considering the waves it has made across Europe.
Finnish authorities seized the Eagle S in December in an all-out operation on suspicion that it had damaged an undersea power line connecting Estonia to Finland. The detention of the vessel, which was carrying 100,000 barrels of oil from St. Petersburg, was a turning point and opened a new front in the secret war between Russia and the West.
According to two European Union diplomats and two government officials, European countries are now conducting behind-the-scenes talks about a large-scale seizure of Moscow's oil export tankers in the Baltic Sea. They are also currently drafting new legislation to add legal weight to this effort.
Proposals under consideration include using international law to seize ships for environmental or piracy reasons, said the officials, who requested anonymity to discuss these private talks. If that fails, countries could act on their own, jointly introducing new national laws to seize more ships on the high seas.
"About 50 per cent of the sanctioned trade [in Russian offshore oil] goes through the Gulf of Finland," said Estonian Foreign Minister Margus Tahkna. "There are environmental threats, there are attacks on our underwater infrastructure." "Now the question is... what can we do with these ships?" - he told POLITICO. "We can't block the whole sea, but we can control more of it. There are a lot of possibilities."
The talks illustrate Europe's growing frustration with Russia's continued ability to transport its oil and evade Western sanctions by relying on an ever-growing "shadow fleet" - aging vessels with unclear ownership and unknown insurance. Thus, Moscow has been able to maintain a key lifeline for its military operations in Ukraine, given that oil and gas account for about half of the Kremlin's revenue.
And all this is happening right under Europe's nose, in its own waterways.
However, the new plans will not be easy to implement. According to experts and maritime lawyers, the difficulties include legal retaliation from Russia, significant financial costs and cumbersome logistics. It will also mean navigating the maze of global shipping laws. "We have to coordinate, we have to agree on how we implement these conventions," Tsakhkna said.
In 2022, the EU ordered a ban on all Russian oil imports and, along with the G7, set a price cap on international sales of Moscow's oil, hoping to reduce the Kremlin's revenues after its invasion of Ukraine. But Russia soon found ways to evade these measures. Moscow's shadow fleet, which often relies on dubious insurers to avoid oil price caps, now accounts for up to 17 per cent of all oil tankers in the world.
As a result, "the shadow fleet now transports more than 80 per cent of all Russian crude oil," said Isaac Levy, head of Russia-Europe at the Centre for Energy and Clean Air Studies, a think tank.
According to him, the Baltic Sea is an important artery for this illegal trade. The ships are usually loaded with Russian oil in ports such as Ust-Luga near St. Petersburg and then head across the Gulf of Finland and the Baltic Sea to the world's oceans via the North Sea.
According to Levy, 348 shadow fleet vessels left Baltic ports last year, accounting for 40 per cent of Russia's total oil sales - a figure equivalent to a third of Moscow's annual defence budget."

Hybrid warfare requires hybrid actions. For example, you can use operations under the "environmental flag" - I see no problem at all in applying environmental legislation to detain Russian tankers, given that Russian vessels are often operated without proper maintenance and can pose a threat to the ecology of the Baltic Sea (name the fucking Thunberg!)

I also don't see any difficulties in accusing vessels of the Russian shadow fleet of piracy or illegal transportation of something, and eventually arresting the vessel. You just need to be imaginative and have the will to do it, because if you really want to, then
Officially, Europe can accuse the fleet of using forged documents, falsifying routes (Russian ships often turn off transponders), evading sanctions, slave trade, and anything else that comes to mind.
Because the main thing in this case is the result - if the reasons are correctly formulated, then under maritime law it is possible to arrest Russian vessels as potentially dangerous
And what about declaring the ships of the Russian shadow fleet as not meeting international standards? The only question is the desire to create new standards to which Russian vessels do not fall.
Most of the tankers in question are already old and dangerous, so the only problem is the political will to outlaw these cans.
All that is needed is to establish and prescribe rules for new strict technical requirements for passing inspections through the Baltic Sea (to make Greta Thunberg happy, yeah).
Or require additional insurance and certification or permits that Russians cannot obtain in principle
And that's not to mention the ongoing NATO exercises in the Baltic Sea, which will definitely make the route for Russian tankers more difficult, plus the arrests of accounts of shipping companies that help Russia. Or just hacker attacks on the accomplices of the Russian scheme - on the websites of companies, etc.
Or play a bit of IPSO - publish fake sanctions lists that will scare insurance companies = increase the price of insurance
Or not to reinvent the wheel and stupidly introduce new financial sanctions against insurers working with Russian vessels
This could be a ban on the use of European banks for payments for the transportation of Russian oil.
It could be the seizure of assets of shell companies that insure the shadow fleet.
It could be forced reinsurance of tankers on terms that would make such transportations simply uneconomic.
Diplomacy can be used to put pressure on countries that fly their flags to register shadow fleet vessels (not for free, of course)
Since most of the shadow fleet is registered under the flags of Panama, Liberia, etc., Europe can put pressure on these countries to revoke the licences of Russian tankers.
Demand that India and China limit their intake of Russian oil, citing environmental risks (so that Greta Thunberg doesn't get nervous, huh)
Sanction maritime brokers and traders who help Moscow sell oil
What about creating blacklists for all ships carrying Russian oil? The idea is simple: if a ship has been caught transporting sanctioned raw materials at least once, it may be banned from entering ports in the EU, the UK, the US and their partners. This will automatically make participation in the shadow fleet very unprofitable even for the most risky carriers.
Moral. All we need is the political will and desire to do all this. And Greta Thunberg as an argument, without her, you can't go anywhere
