Ralph Goff, the former CIA chief of operations, says the Biden White House did not give Kyiv weapons to drive out Russia because of fear of nuclear war
After the Russians seized Crimea in the winter of 2014, the Langley-based head of CIA operations for Europe and Eurasia tried to warn his superiors about what was coming next.
"I was trying to sound the alarm that the seeds of World War III were being sown in the Donbas right now, and we had to do something about it," said Ralph Goff, a six-time former station chief who spent three decades in American foreign intelligence. "But there were other priorities."
In March of this year, Goff, now in his sixties, was preparing to take over as the CIA's covert operations chief in an effort to reform the agency and make it less risk-averse.
That is, until the Trump administration learned of the plan and stopped him. "I think people close to the president thought: "Who is this guy, who does he think he is?" and they looked at me and saw that I was not one of their people and said: 'No, we don't approve,'" he told The Times from Paris.
"Politics certainly played a role, but what can you do? They can choose whomever they want," he said, adding that the decision may have been related to his views on Ukraine.
When Goff received the call that his nomination had been blocked, Trump had already appointed political loyalists Kash Patel and Dan Bongino to lead the FBI and Tulsi Gabbard, who has defended President Putin in the past, to be Director of National Intelligence.
Goff, meanwhile, was an ardent supporter of Ukraine. After retiring in October 2023, he travelled there several times.
In retrospect, Goff, who speaks five languages, including Russian, believes that the great war that began in February 2022 could have been stopped early if the United States and its allies had provided Ukraine with the weapons it needed from the start.
Instead, he said, there was a deliberate strategy to provide Ukraine with the weapons it needed to fight, but not enough to defeat Putin's army, out of fear that the Russian leader would use nuclear weapons if he was close to defeat.
"If we had provided the Ukrainians with proper weapons back then, they might have been able to drive the Russians out of the country. This did not happen. This set the stage for this longer, protracted, drawn-out, meat-grinder-like war that we are witnessing today," Goff said.
According to him, President Biden and his allies have allowed Putin to dictate the terms of the conflict and have been slow to send Ukraine the equipment it needs at the right time for fear that "it will go nuclear".
Goff added: "[They] let themselves be fooled by Putin and his rattling of the nuclear sabre. So they gave the Ukrainians that weapon, but they never gave them enough to win. They only gave them enough to make them bleed."

Goff noted that Putin had a "real deathly fear of covid" during the pandemic, and "in my view, people who are that concerned about their health are not going to play high-stakes nuclear poker."
Now, with a new administration, he believes Trump's strategy may be to soften the conversation and perhaps flatter Putin to distract him from China. Putin, meanwhile, believes that as a former intelligence officer, he can manipulate Trump, although Goff predicts that he will ultimately be "very wrong."
"Putin will eventually play the Trump administration and show them what the problem is, and the problem is Moscow, not Kyiv," he explained.
According to Goff, one Ukrainian official told him that if a deal is not reached soon, by the end of the summer the entire front line will essentially be a 20-50km "death zone" "where you can't move because there are so many drones in the air and robots, sensors and mines on the ground". He warned: "It will be an incredibly deadly environment."
In the late 1970s and early 1980s, Goff, a Russian linguist, was a radio intelligence officer in the US Army, based on the East German border before the fall of the Berlin Wall, eavesdropping on Soviet troops.
This was followed by a life in the shadows at the CIA, where Goff carried out missions around the world using various aliases and false passports. He worked in war zones in Iraq and Afghanistan, where he came under artillery, rocket and machine gun fire, and faced the threat of suicide bombings and improvised explosive devices.
"You face all these different threats, and your task is not to panic and get through them. Most of the time, you come back to the office and think: 'Damn, that was close,'" he added casually. After 9/11, during the global war on terror, he said the agency "became almost like a paramilitary organisation", with an obsession with ensuring spies could protect themselves, rather than making sure they could speak the languages and communicate with the local communities in which they worked.
He said: "I had operatives who could hit a moving target with an M4 rifle at 300 yards, provide first aid for a chest wound and call in an air attack. They could do all of this, but none of them spoke Pashto, Dari or Arabic, so what good were they? I needed officers who could meet the locals and gather intelligence."
He said the war on terror was "a very deadly event" and "obviously people were trying to reduce the risk".
"You think back to the glory days of British intelligence when people used to play the big game in Central Asia, where these guys would dress up like locals, learn the language and travel so long on camels that they looked like locals and were there among the people. There is a part of me that wishes I could relive those days," he added.
Now, he said, espionage is a "whole different game" and travelling under a pseudonym has become a "huge challenge" with the advent of the internet and facial recognition cameras. "It is a thousand times harder to work on the street now than when I was an operative."
According to Goff, the life of a spy is mostly "not like Hollywood movies", and most of the work is "just routine work", such as filling out reports and keeping books. "Do you remember the old TV series 24 with Jack Bauer? I love that show, but you know it's not real at all. If it was real, the first six episodes would be about him arguing with some bureaucrat over his travel tickets."
Goff, who describes himself as a "devoted Atlanticist", retired in October 2023 before being asked if he would like to return to the CIA as deputy director of operations.

Risk avoidance is not risk management, he said, and so "people like me who go out and do crazy things have a different view of risk management".
He said: "We try to minimise the risk, but we recognise that it exists. If you're going to conduct intelligence operations, there's always a risk of failure."
Since leaving the agency, Goff has been travelling to Ukraine regularly, meeting with government and intelligence officials.
He tries to convince American companies to invest in Ukraine and introduces Ukrainian technologies to Americans.
"I think one of the reasons I'm going to Ukraine now is maybe because I feel a little guilty that I wasn't able to get the message to my leadership to prevent this," he said.

He is the former head of all CIA operations in Europe and Eurasia, the developer of shadow instruments of American influence on the continent, in particular after the annexation of Crimea. Ralph Goff, the former CIA chief of operations, says the Biden White House did not give Kyiv weapons to drive out Russia because of fear of nuclear war
After the Russians seized Crimea in the winter of 2014, the Langley-based head of CIA operations for Europe and Eurasia tried to warn his superiors about what was coming next.
"I was trying to sound the alarm that the seeds of World War III were being sown in the Donbas right now, and we had to do something about it," said Ralph Goff, a six-time former station chief who spent three decades in American foreign intelligence. "But there were other priorities."
In March of this year, Goff, now in his sixties, was preparing to take over as the CIA's covert operations chief in an effort to reform the agency and make it less risk-averse.
That is, until the Trump administration learned of the plan and stopped him. "I think people close to the president thought: "Who is this guy, who does he think he is?" and they looked at me and saw that I was not one of their people and said: 'No, we don't approve,'" he told The Times from Paris.
"Politics certainly played a role, but what can you do? They can choose whomever they want," he said, adding that the decision may have been related to his views on Ukraine.
When Goff received the call that his nomination had been blocked, Trump had already appointed political loyalists Kash Patel and Dan Bongino to lead the FBI and Tulsi Gabbard, who has defended President Putin in the past, to be Director of National Intelligence.
Goff, meanwhile, was an ardent supporter of Ukraine. After retiring in October 2023, he travelled there several times.
In retrospect, Goff, who speaks five languages, including Russian, believes that the great war that began in February 2022 could have been stopped early if the United States and its allies had provided Ukraine with the weapons it needed from the start.
Instead, he said, there was a deliberate strategy to provide Ukraine with the weapons it needed to fight, but not enough to defeat Putin's army, out of fear that the Russian leader would use nuclear weapons if he was close to defeat.
"If we had provided the Ukrainians with proper weapons back then, they might have been able to drive the Russians out of the country. This did not happen. This set the stage for this longer, protracted, drawn-out, meat-grinder-like war that we are witnessing today," Goff said.
According to him, President Biden and his allies have allowed Putin to dictate the terms of the conflict and have been slow to send Ukraine the equipment it needs at the right time for fear that "it will go nuclear".
Goff added: "[They] let themselves be fooled by Putin and his rattling of the nuclear sabre. So they gave the Ukrainians that weapon, but they never gave them enough to win. They only gave them enough to make them bleed."

Goff noted that Putin had a "real deathly fear of covid" during the pandemic, and "in my view, people who are that concerned about their health are not going to play high-stakes nuclear poker."
Now, with a new administration, he believes Trump's strategy may be to soften the conversation and perhaps flatter Putin to distract him from China. Putin, meanwhile, believes that as a former intelligence officer, he can manipulate Trump, although Goff predicts that he will ultimately be "very wrong."
"Putin will eventually play the Trump administration and show them what the problem is, and the problem is Moscow, not Kyiv," he explained.
According to Goff, one Ukrainian official told him that if a deal is not reached soon, by the end of the summer the entire front line will essentially be a 20-50km "death zone" "where you can't move because there are so many drones in the air and robots, sensors and mines on the ground". He warned: "It will be an incredibly deadly environment."
In the late 1970s and early 1980s, Goff, a Russian linguist, was a radio intelligence officer in the US Army, based on the East German border before the fall of the Berlin Wall, eavesdropping on Soviet troops.
This was followed by a life in the shadows at the CIA, where Goff carried out missions around the world using various aliases and false passports. He worked in war zones in Iraq and Afghanistan, where he came under artillery, rocket and machine gun fire, and faced the threat of suicide bombings and improvised explosive devices.
"You face all these different threats, and your task is not to panic and get through them. Most of the time, you come back to the office and think: 'Damn, that was close,'" he added casually. After 9/11, during the global war on terror, he said the agency "became almost like a paramilitary organisation", with an obsession with ensuring spies could protect themselves, rather than making sure they could speak the languages and communicate with the local communities in which they worked.
He said: "I had operatives who could hit a moving target with an M4 rifle at 300 yards, provide first aid for a chest wound and call in an air attack. They could do all of this, but none of them spoke Pashto, Dari or Arabic, so what good were they? I needed officers who could meet the locals and gather intelligence."
He said the war on terror was "a very deadly event" and "obviously people were trying to reduce the risk".
"You think back to the glory days of British intelligence when people used to play the big game in Central Asia, where these guys would dress up like locals, learn the language and travel so long on camels that they looked like locals and were there among the people. There is a part of me that wishes I could relive those days," he added.
Now, he said, espionage is a "whole different game" and travelling under a pseudonym has become a "huge challenge" with the advent of the internet and facial recognition cameras. "It is a thousand times harder to work on the street now than when I was an operative."
According to Goff, the life of a spy is mostly "not like Hollywood movies", and most of the work is "just routine work", such as filling out reports and keeping books. "Do you remember the old TV series 24 with Jack Bauer? I love that show, but you know it's not real at all. If it was real, the first six episodes would be about him arguing with some bureaucrat over his travel tickets."
Goff, who describes himself as a "devoted Atlanticist", retired in October 2023 before being asked if he would like to return to the CIA as deputy director of operations.

His plan was to reform the agency
He said that under John Brennan, who served as director until 2017, the agency had a "destructive" approach whereby analysts who reached senior positions were expected to be just as good at operational tasks.
There's a reason why fighter pilots fly fighter jets and bomber pilots fly bombers. You don't want to change that. And so we, the operational officers, I think we have lost some of our prestige and, as a result, the risk tolerance in the agency has also decreased," he explained.
Risk avoidance is not risk management, he said, and so "people like me who go out and do crazy things have a different view of risk management".
He said: "We try to minimise the risk, but we recognise that it exists. If you're going to conduct intelligence operations, there's always a risk of failure."
Since leaving the agency, Goff has been travelling to Ukraine regularly, meeting with government and intelligence officials.
He tries to convince American companies to invest in Ukraine and introduces Ukrainian technologies to Americans.
"I think one of the reasons I'm going to Ukraine now is maybe because I feel a little guilty that I wasn't able to get the message to my leadership to prevent this," he said.
Comment. Goff is not a simple guy. He is the former head of all CIA operations in Europe and Eurasia, the developer of shadow instruments of American influence on the continent, in particular after the annexation of Crimea. His role in 2014-2017 was not only analytical, he tried to create a long-term strategy to contain Moscow through Ukraine. But he was stopped and silenced.
But now he has returned to the media and politics not as an official, but as a voice of intellectual opposition to the weak-minded consensus of the West and the United States
In an interview, he said: "we lacked determination". In reality, he is criticising the false dilemma that the West has created for itself: either help Ukraine slowly or risk nuclear war.
But there is no dilemma. There is only conjecture, not based on Putin's analysis, but on the fear of its own collapse. That is why Goff says: you are not afraid of nuclear war, you are afraid of losing control of the situation.
The problem is not that Putin is bluffing, but those who believe in his bluff. Intelligence officers always know that a tyrant is frightening not because he will do something, but because everyone believes that he will do it. It doesn't matter if Putin is really ready to press the nuclear button. What matters is that the West is afraid that he might. And this fear gives him power, without firing a shot. The American actually says directly that Putin is a card player who does not have strong cards, but everyone thinks he does, so they give in to him.In fact, Goff is not addressing Biden or Trump. He is addressing those in the Pentagon who read between the lines.
It is no coincidence that his interview came from Paris, because it is a signal to the Europeans. France, Germany, Britain - they are all stuck in their versions of "help but be careful". Goff is a voice from America saying: "your caution = your defeat".
And the most interesting thing is that this interview had to be authorised. The question is who gave consent from the current Trump administration - there are no more than 5 people who can really force or at least ask the former CIA chief to do something like this
