Zatulin's proposal discards these criteria, suggesting that ethnic origin should be prioritised over cultural affiliation or civic loyalty (a multi-ethnic country, yep)
For the first time in many decades in official Russian politics, genetics is becoming the way to determine the "right" to belong to a nation. This is a pure copy of us Nazis in Germany, where "blood purity" was considered the basis of national identity.
The Skulls and Circlets Bill (sarcasm) deliberately does not clearly define who is included in the list of "indigenous". This, in turn, gives the rf authorities freedom of interpretation and opens the way for discrimination:
Recognise Russians, Tatars, Yakuts as "indigenous" - but not Uzbeks, Tajiks, Dagestanis, Chechens, Jews or Russians of Ukrainian origin + select "convenient" ethnicities and push out "unsuitable" ones - under the guise of "scientific approach".
Note that for decades the Kremlin has been promoting the idea of the "Russian world" as a cultural community open to all who speak Russian and share "traditional values", but now it turns out that this is not enough - you also need a genetic match.
That is: being Russian by passport is not enough if you are not "Russian by blood". You must have a certificate (!!!) about how much you are "pure-blooded".
And a little bit of history
Since 1935, Germany has had the Nuremberg Racial Laws, which established distinctions between "Aryans" and "non-Aryans". Civil rights, including the right to marriage, education, medical care, and even life, depended on ethnic origin.
In the Reich, Russia according to Zatulin, proposes to officially allow repatriation only for the ethnically "suitable" - based on ancestry and genetic analysis. In fact, a mechanism is being created where "Russianness" is checked by biology (did I tell you about the German keyboard layout?), and all others are excluded.
Further.
In the basis of ideology of Nazis of Germany lay the idea about biological superiority of Aryan race + for "proof" of an origin genealogical certificates and anthropometry were used.
The Reich, Zatulin's Russia, went even further - the old Gru-Schnick explicitly stipulates the use of DNA tests as a way to prove ethnicity.
This is effectively the legalisation of biopolitics: belonging to a nation and state is determined not by civic choice, but by a genetic test tube.
People who did not fall under the definition of "Aryans" in Nazi Germany lost their civil rights, were subjected to discrimination and repression + a programme of "appeasement" was created, which began with legal exceptions and ended with the Holocaust.
The modern Russian Reich (Russia), if the bill passes, means approximately the following:
Citizens of Tajikistan, Uzbekistan, Kyrgyzstan - actually declared "wrong compatriots", "not Aryans", and the repatriation programme may be legally closed for non-Slavs and undesirable ethnic groups

The Russian Reich. It's almost official. Finally.
Preamble. After reading the news, I first thought it was a fake - well, Russians can't be so epically stupid.

On 25 March 2025, the deputy of the State Duma Konstantin Zatulin introduced a bill "On repatriation", aimed at simplifying the resettlement in Russia of representatives of "indigenous peoples" of the country

In contrast to the current norms that require proof of "territorial attachment to the historical homeland" (e.g., the fact that ancestors lived on the territory of Russia), it is proposed to take into account the ethnic origin of applicants. This will allow repatriation of persons whose ancestors may not have lived on the territory of modern Russia, but belong to the indigenous peoples of Russia.

The classic principle of citizenship in modern states is built on the right of blood (jus sanguinis), the right of soil (jus soli), as well as personal identity, social adaptation, knowledge of language and adherence to the law.
Zatulin's proposal discards these criteria, suggesting that ethnic origin should be prioritised over cultural affiliation or civic loyalty (a multi-ethnic country, yep)
For the first time in many decades in official Russian politics, genetics is becoming the way to determine the "right" to belong to a nation. This is a pure copy of us Nazis in Germany, where "blood purity" was considered the basis of national identity.
The Skulls and Circlets Bill (sarcasm) deliberately does not clearly define who is included in the list of "indigenous". This, in turn, gives the rf authorities freedom of interpretation and opens the way for discrimination:
Recognise Russians, Tatars, Yakuts as "indigenous" - but not Uzbeks, Tajiks, Dagestanis, Chechens, Jews or Russians of Ukrainian origin + select "convenient" ethnicities and push out "unsuitable" ones - under the guise of "scientific approach".
Note that for decades the Kremlin has been promoting the idea of the "Russian world" as a cultural community open to all who speak Russian and share "traditional values", but now it turns out that this is not enough - you also need a genetic match.
That is: being Russian by passport is not enough if you are not "Russian by blood". You must have a certificate (!!!) about how much you are "pure-blooded".
And a little bit of history
Since 1935, Germany has had the Nuremberg Racial Laws, which established distinctions between "Aryans" and "non-Aryans". Civil rights, including the right to marriage, education, medical care, and even life, depended on ethnic origin.
In the Reich, Russia according to Zatulin, proposes to officially allow repatriation only for the ethnically "suitable" - based on ancestry and genetic analysis. In fact, a mechanism is being created where "Russianness" is checked by biology (did I tell you about the German keyboard layout?), and all others are excluded.
Further.
In the basis of ideology of Nazis of Germany lay the idea about biological superiority of Aryan race + for "proof" of an origin genealogical certificates and anthropometry were used.
The Reich, Zatulin's Russia, went even further - the old Gru-Schnick explicitly stipulates the use of DNA tests as a way to prove ethnicity.
This is effectively the legalisation of biopolitics: belonging to a nation and state is determined not by civic choice, but by a genetic test tube.
People who did not fall under the definition of "Aryans" in Nazi Germany lost their civil rights, were subjected to discrimination and repression + a programme of "appeasement" was created, which began with legal exceptions and ended with the Holocaust.
The modern Russian Reich (Russia), if the bill passes, means approximately the following:
Citizens of Tajikistan, Uzbekistan, Kyrgyzstan - actually declared "wrong compatriots", "not Aryans", and the repatriation programme may be legally closed for non-Slavs and undesirable ethnic groups
Moral. So where are the Nazis, Russians? I can't hear you
