But this is not the only reason for Spanish caution.
Military sources warn that it is not yet known what type of mission we are talking about, what its mandate, legal support, chain of command and rules of engagement will be. According to the same sources, the Ministry of Defence is working on the basis of very different scenarios.
The first is that after a peace agreement or ceasefire is signed, a verification operation is launched to check compliance. This mission would be responsible, among other functions, for facilitating the exchange of prisoners and verifying the distance of troops and military equipment with respect to the demilitarised line of contact. It will also investigate, identify and report on any ceasefire violations. To whom? This is the first question: an international organisation or a group of countries that are guarantors of the agreement.
Such an operation has already taken place. It was the OSCE Special Monitoring Mission to Ukraine, the largest in the history of the organisation, which unites 57 states, including Russia. It consisted of more than 1,300 monitors and was launched in 2014 and closed in March 2022, after Russia's invasion of Ukraine. Spain has already participated in it and would participate again if it were to be re-established. The problem is that this mission could neither prevent the Russian attack nor guarantee that it will not happen again in the future.
The second scenario under consideration is the transfer to Ukraine of the EU Military Assistance Mission (EUMAM Ukraine), established in 2022 and extended until November 2026. Its purpose is to train Ukrainian military personnel, of whom more than 70,000 have already been trained in various European countries, 10 per cent of them in Spain.
The transfer of the mission to Ukraine will multiply its effectiveness and accelerate the strengthening of its armed forces to cope with a Russian attack. The training centres will be located far from the front line, but will still need protection, especially air defence. "What happens if Russia attacks one of these centres and kills a group of European instructors, will there be a response?" military sources ask.
Deterrence without Article 5 is the most difficult. This question is related to the third scenario that has been discussed most in recent weeks. It is about European countries deploying troops to Ukraine not only to train their military, but also to deter Russia from attacking again.
British Prime Minister Keir Starmer and French President Emmanuel Macron have put on the table a plan to deploy 30,000 troops, and demanded an immediate end to air and sea attacks and attacks on critical infrastructure. This figure is significantly less than the 150,000 demanded by Kyiv, but military sources warn that to keep 30,000 troops on the ground, 90,000 would need to be redeployed and another 30,000 would be needed for support tasks. Russia's neighbours, such as Poland, have made it clear that they will not send a single soldier, as they need them to protect their own borders. According to another military source, Spain, which already has 3,000 troops deployed in Eastern Europe, has "very few" spots left.It is taken for granted that Russia will not agree to a NATO mission in Ukraine, and there are doubts that the EU will be able to act because of Hungary's possible veto, so the idea of a "coalition of the willing" led by France and the UK is gaining traction. But, a senior NATO commander warns, without NATO's support, European countries will have to compensate for serious shortcomings in communications, intelligence and air defence. However, he admits that this is not the biggest problem.
By deploying European troops on his territory, the Ukrainian president seeks security guarantees that Trump refuses to provide. Thus, his presence in Ukraine will have a deterrent effect, as will NATO's deployment on its eastern flank: the Spanish-led multinational brigade in Slovakia does not have the strength to withstand a Russian attack, but it demonstrates the willingness of its allies to come to its aid if it is attacked.
Similarly, 30,000 European troops is very small compared to the more than 600,000 Russian troops deployed in Ukraine, but it will demonstrate Europe's commitment to its defence.
The difference, according to the sources we spoke to, is that Ukraine is not a NATO member and Article 5 of the Washington Treaty (which guarantees mutual defence) does not apply to its territory. In other words, the US would have no reason to help France, the UK or Spain if their soldiers were attacked in Ukraine. The security guarantees that Zelenskyy demands for his country will not be available to the Europeans who help him.
That is why British Foreign Secretary Starmer and Danish Prime Minister Mette Frederiksen are making the deployment of their soldiers contingent on Washington's support.
This is the main issue, but not the only one. It is known that there will be a request for assistance from the Kyiv government, but it may be supplemented by a resolution from an international organisation, preferably the UN, if Russia does not veto it. In addition to the missions mentioned above, there are others that are necessary, such as de-mining the Black Sea, but the viability of all these missions will depend on the terms of a hypothetical peace agreement.
This Tuesday, Spanish Chief of Defence Staff Teodoro Lopez Calderón will take part in a meeting of NATO and EU military commanders in Paris. Macron himself, as well as the French and German defence ministers, are expected to attend. According to information coming from Paris, Sánchez will leave on Thursday for a round of consultations with representatives of parliamentary groups. This will be only the first test, as the government will not be able to send troops to Ukraine without congressional approval, and one of its partners, Podemos, has already announced its refusal. Earlier, the president will visit Luxembourg and Finland, the latter of which joined NATO, fearing that Putin's appetite will not be satiated by Ukraine."

Military sources warn that it is not yet known what type of mission we are talking about, what its mandate, legal support, chain of command and rules of engagement will be. According to the same sources, the Ministry of Defence is working on the basis of very different scenarios.
The first is that after a peace agreement or ceasefire is signed, a verification operation is launched to check compliance. This mission would be responsible, among other functions, for facilitating the exchange of prisoners and verifying the distance of troops and military equipment with respect to the demilitarised line of contact. It will also investigate, identify and report on any ceasefire violations. To whom? This is the first question: an international organisation or a group of countries that are guarantors of the agreement.
Such an operation has already taken place. It was the OSCE Special Monitoring Mission to Ukraine, the largest in the history of the organisation, which unites 57 states, including Russia. It consisted of more than 1,300 monitors and was launched in 2014 and closed in March 2022, after Russia's invasion of Ukraine. Spain has already participated in it and would participate again if it were to be re-established. The problem is that this mission could neither prevent the Russian attack nor guarantee that it will not happen again in the future.
The second scenario under consideration is the transfer to Ukraine of the EU Military Assistance Mission (EUMAM Ukraine), established in 2022 and extended until November 2026. Its purpose is to train Ukrainian military personnel, of whom more than 70,000 have already been trained in various European countries, 10 per cent of them in Spain.
The transfer of the mission to Ukraine will multiply its effectiveness and accelerate the strengthening of its armed forces to cope with a Russian attack. The training centres will be located far from the front line, but will still need protection, especially air defence. "What happens if Russia attacks one of these centres and kills a group of European instructors, will there be a response?" military sources ask.
Deterrence without Article 5 is the most difficult. This question is related to the third scenario that has been discussed most in recent weeks. It is about European countries deploying troops to Ukraine not only to train their military, but also to deter Russia from attacking again.
British Prime Minister Keir Starmer and French President Emmanuel Macron have put on the table a plan to deploy 30,000 troops, and demanded an immediate end to air and sea attacks and attacks on critical infrastructure. This figure is significantly less than the 150,000 demanded by Kyiv, but military sources warn that to keep 30,000 troops on the ground, 90,000 would need to be redeployed and another 30,000 would be needed for support tasks. By deploying European troops on his territory, the Ukrainian president seeks security guarantees that Trump refuses to provide. The difference, according to the sources we spoke to, is that Ukraine is not a NATO member and Article 5 of the Washington Treaty (which guarantees mutual defence) does not apply to its territory. In other words, the US would have no reason to help France, the UK or Spain if their soldiers were attacked in Ukraine. Macron himself, as well as the French and German defence ministers, are expected to attend. This will be only the first test, as the government will not be able to send troops to Ukraine without congressional approval, and one of its partners, Podemos, has already announced its refusal.
