The 18th package of sanctions: how will the Russian special services react to it?
The Italians wrote an article about sanctions and the consequences. The article is not bad, actually.
However, Europe still has no understanding of who Russians are, that they cannot be considered intelligent people who have the same values as a typical Parisian.
On the other hand, we should be grateful to the EU. When the Russians defeated Georgia, the world pretended that nothing had happened, swallowed it and continued to be friends with Russia.
But let's get back to the article. I quote in full.
"Three years of war, eighteen packages of sanctions. Everything Ursula doesn't talk about but does: from Nord Stream to drones.
Ursula von der Leyen said it soberly, from Tirana, during the European Political Community summit: "The eighteenth package of sanctions against Russia is coming". It sounds like a bureaucratic formula, but it is a declaration of economic war in every respect.
The eighteenth package closes a cycle that, with all its limitations, has been able to cause real damage to the Russian economy. We are talking about measures that changed global supply chains, that forced Moscow to sell its oil at forced discounts, that cut Russia off from the Western financial system, that pushed Europe to free itself from energy dependence. The war in Ukraine has not been stopped, but it has become more expensive and more isolated thanks to these seemingly invisible blows.
The new package includes the final ban on the Nord Stream 1 and Nord Stream 2 gas pipelines. The era of energy dependence on Moscow is over. This is the end of a 20-year illusion.
Another key element: lowering the price ceiling for Russian oil. The EU set it in 2022 with the agreement of the G7 countries to hit Russian energy exports without causing a global shock. Now the European Commission wants to raise it again. The goal is simple: to reduce margins, make it harder for Moscow to find buyers and transporters, and force Putin to sell at war economy prices.
And that's where the most interesting part begins: the fight against the "ghost ships", the shadow fleet that keeps Russian oil circulating around the world, bypassing sanctions.
This is not the end. Europe - and this is a real novelty - has also started to target those who, although not involved in the conflict, help the aggressor economically and logistically. The new package targets "banks in third countries that support the Russian military machine".
This is a very clear signal to countries such as Turkey, China, and Kazakhstan: being a bridge to circumvent sanctions is no longer a grey area. It is complicity and will be punished. Over the past three years, this strategy has had its ups and downs, but it has worked. Russia is technically still able to finance its war, but it does so with fewer resources, with more obstacles, and with greater dependence on non-Western players.
The embargo on dual-use technologies has slowed the production of sophisticated weapons. The Iranian drones and Chinese microchips powering the Russian front are also the result of regime resilience, but also of necessity: Moscow no longer produces its best weapons on its own.
In parallel, Europe has taken a leap of faith. It had to quickly change its energy sources, look everywhere for liquefied natural gas, and sign long-term contracts with countries such as Qatar, Algeria, and Angola. The price was high, but the result is obvious: in 2021, 41% of gas imported by Europe came from Russia. Today it is less than 10%.
Sanctions don't win wars, but they can make them unstable. And above all, they say one important thing: that Europe can fight without armies, can strike without firing shots, can be a strategic player, not just a playground."
Well, that's 5 kopecks from the channel's administration. Can Moscow retaliate against the EU? The answer is yes. But only with the help of blackmail, subversion and manipulation. The Russians will not be silent, it is useless to hope for this - the response will be in the style of the Cold War.
Now I'll briefly talk about what the Russians can do theoretically or if the intelligence services of NATO countries or other states are asleep.
I think everything will start in a textbook way - with an attempt at energy sabotage to undermine the stability of the LNG market and confidence in alternative energy in Europe.
Russia will start organising "accidental accidents" at LNG terminals in Norway or Spain, and facilitate protests against LNG infrastructure in the EU through "green" structures infiltrated by Russian agents of influence. Greetings to the EU intelligence services, which were unable to fully prove the involvement of Russian intelligence services in the 2022-2023 protests in Germany against the terminals in Wilhelmshaven, which were partly coordinated through radical environmental Telegram channels with pro-Russian rhetoric.
As a reminder, on 12 August 2022, about 300 climate activists from the organisation Ende Gelände held a protest in the Huxley district near Wilhelmshaven. They opposed the construction of a gas pipeline and an LNG import terminal, temporarily occupying the construction site.On 17 December 2022, during the official opening of the terminal with the participation of Chancellor Olaf Scholz, environmental organisations, including Deutsche Umwelthilfe, expressed concerns about the environmental impact of the terminal (they were up all night worrying, yes), in particular due to the use of chlorine-containing substances to treat seawater.
In January 2023, during the arrival of the first LNG tanker from the US, environmental groups planned protests, criticising the import of fossil fuels, especially fracked gas.
The purpose of this circus was to show that the EU without Nord Stream remained vulnerable, dependent on "more expensive and less reliable" LNG.
Also, Russia will definitely try to destabilise the situation in countries that supply resources to the EU, such as Qatar, Algeria, Nigeria, and Angola. I think that in Africa, the Russians will actively use Wagners to support anti-Western narratives, with the goal of creating instability on supply routes to make Europe recognise that Russian gas is more stable than gas from alternative suppliers.
Black imports will go through other hubs - Indonesia, South Africa, Brazil. Burkina Faso and Tajikistan will be used by Russians to register fictitious companies.
I also expect an information campaign from the Russians to undermine confidence in sanctions as leverage. I think the Russian propaganda strategy will look trivial:
They will present them (the sanctions) as "a tool of Western neocolonialism" and will begin to actively use this thesis in Africa, Asia, and Latin America
The Russians will definitely start pushing a narrative such as "sanctions are worsening the global economy", "ordinary people in Europe are suffering", "Washington dictates - Europe follows", etc., using pro-Russian MPs in the EU (such as the French National Front, AfD, FPÖ) to stage parliamentary shows "in defence of business" or "European farmers".
This is nothing new. Everything is readable and predictable.
In addition, the Russians will target EU logistics hubs and IT systems: ports handling sanctioned logistics + European certification structures + banks that supported the asset freeze.
If the Russians do not attack all of these structures, they will at least try to carry out cyber attacks, set warehouses on fire, or cause accidents at infrastructure facilities using agents with Ukrainian passports.
The purpose of such actions is simple - to show that sanctions have a price, that not only Russians will pay, but also those who imposed the sanctions.
And the most interesting thing is that through peace initiatives, Russia will try to split the EU from within. It works very simply:
In parallel with attacks on EU infrastructure and sabotage in Europe, Russia can suddenly declare that "we are open to dialogue", "sanctions harm everyone", "the EU should lift restrictions on food/fertiliser/oil supplies to poor countries", etc.
This is a textbook technique, a typical Kremlin hybrid strategy of "strike + peace", which has the ultimate goal of splitting the EU from within: some will want to put pressure, others will want to make contact.
Moral. Russia has no economic nuclear button and cannot respond economically in any way at all.
However, it is too early to rejoice in the EU. As practice shows, EU intelligence services are not ready to accept the reality that the Cold War has already begun. Therefore, you either respond to threats adequately or you will have to deal with the consequences.

The 18th package of sanctions: how will the Russian special services react to it?
The Italians wrote an article about sanctions and the consequences. The article is not bad, actually.
However, Europe still has no understanding of who Russians are, that they cannot be considered intelligent people who have the same values as a typical Parisian.
On the other hand, we should be grateful to the EU. When the Russians defeated Georgia, the world pretended that nothing had happened, swallowed it and continued to be friends with Russia.
But let's get back to the article. I quote in full.
"Three years of war, eighteen packages of sanctions. Everything Ursula doesn't talk about but does: from Nord Stream to drones.
Ursula von der Leyen said it soberly, from Tirana, during the European Political Community summit: "The eighteenth package of sanctions against Russia is coming". It sounds like a bureaucratic formula, but it is a declaration of economic war in every respect.
The eighteenth package closes a cycle that, with all its limitations, has been able to cause real damage to the Russian economy. We are talking about measures that changed global supply chains, that forced Moscow to sell its oil at forced discounts, that cut Russia off from the Western financial system, that pushed Europe to free itself from energy dependence. The war in Ukraine has not been stopped, but it has become more expensive and more isolated thanks to these seemingly invisible blows.
The new package includes the final ban on the Nord Stream 1 and Nord Stream 2 gas pipelines. The era of energy dependence on Moscow is over. This is the end of a 20-year illusion.
Another key element: lowering the price ceiling for Russian oil. The EU set it in 2022 with the agreement of the G7 countries to hit Russian energy exports without causing a global shock. Now the European Commission wants to raise it again. The goal is simple: to reduce margins, make it harder for Moscow to find buyers and transporters, and force Putin to sell at war economy prices.
And that's where the most interesting part begins: the fight against the "ghost ships", the shadow fleet that keeps Russian oil circulating around the world, bypassing sanctions.
This is not the end. Europe - and this is a real novelty - has also started to target those who, although not involved in the conflict, help the aggressor economically and logistically. The new package targets "banks in third countries that support the Russian military machine".
This is a very clear signal to countries such as Turkey, China, and Kazakhstan: being a bridge to circumvent sanctions is no longer a grey area. It is complicity and will be punished. Over the past three years, this strategy has had its ups and downs, but it has worked. Russia is technically still able to finance its war, but it does so with fewer resources, with more obstacles, and with greater dependence on non-Western players.
The embargo on dual-use technologies has slowed the production of sophisticated weapons. The Iranian drones and Chinese microchips powering the Russian front are also the result of regime resilience, but also of necessity: Moscow no longer produces its best weapons on its own.
In parallel, Europe has taken a leap of faith. It had to quickly change its energy sources, look everywhere for liquefied natural gas, and sign long-term contracts with countries such as Qatar, Algeria, and Angola. The price was high, but the result is obvious: in 2021, 41% of gas imported by Europe came from Russia. Today it is less than 10%.
Sanctions don't win wars, but they can make them unstable. And above all, they say one important thing: that Europe can fight without armies, can strike without firing shots, can be a strategic player, not just a playground."
Well, that's 5 kopecks from the channel's administration. Can Moscow retaliate against the EU? The answer is yes. But only with the help of blackmail, subversion and manipulation. The Russians will not be silent, it is useless to hope for this - the response will be in the style of the Cold War.
Now I'll briefly talk about what the Russians can do theoretically or if the intelligence services of NATO countries or other states are asleep.
I think everything will start in a textbook way - with an attempt at energy sabotage to undermine the stability of the LNG market and confidence in alternative energy in Europe.
Russia will start organising "accidental accidents" at LNG terminals in Norway or Spain, and facilitate protests against LNG infrastructure in the EU through "green" structures infiltrated by Russian agents of influence. Greetings to the EU intelligence services, which were unable to fully prove the involvement of Russian intelligence services in the 2022-2023 protests in Germany against the terminals in Wilhelmshaven, which were partly coordinated through radical environmental Telegram channels with pro-Russian rhetoric.
As a reminder, on 12 August 2022, about 300 climate activists from the organisation Ende Gelände held a protest in the Huxley district near Wilhelmshaven. They opposed the construction of a gas pipeline and an LNG import terminal, temporarily occupying the construction site.On 17 December 2022, during the official opening of the terminal with the participation of Chancellor Olaf Scholz, environmental organisations, including Deutsche Umwelthilfe, expressed concerns about the environmental impact of the terminal (they were up all night worrying, yes), in particular due to the use of chlorine-containing substances to treat seawater.
In January 2023, during the arrival of the first LNG tanker from the US, environmental groups planned protests, criticising the import of fossil fuels, especially fracked gas.
The purpose of this circus was to show that the EU without Nord Stream remained vulnerable, dependent on "more expensive and less reliable" LNG.
Also, Russia will definitely try to destabilise the situation in countries that supply resources to the EU, such as Qatar, Algeria, Nigeria, and Angola. I think that in Africa, the Russians will actively use Wagners to support anti-Western narratives, with the goal of creating instability on supply routes to make Europe recognise that Russian gas is more stable than gas from alternative suppliers.
Black imports will go through other hubs - Indonesia, South Africa, Brazil. Burkina Faso and Tajikistan will be used by Russians to register fictitious companies.
I also expect an information campaign from the Russians to undermine confidence in sanctions as leverage. I think the Russian propaganda strategy will look trivial:
They will present them (the sanctions) as "a tool of Western neocolonialism" and will begin to actively use this thesis in Africa, Asia, and Latin America
The Russians will definitely start pushing a narrative such as "sanctions are worsening the global economy", "ordinary people in Europe are suffering", "Washington dictates - Europe follows", etc., using pro-Russian MPs in the EU (such as the French National Front, AfD, FPÖ) to stage parliamentary shows "in defence of business" or "European farmers".
This is nothing new. Everything is readable and predictable.
In addition, the Russians will target EU logistics hubs and IT systems: ports handling sanctioned logistics + European certification structures + banks that supported the asset freeze.
If the Russians do not attack all of these structures, they will at least try to carry out cyber attacks, set warehouses on fire, or cause accidents at infrastructure facilities using agents with Ukrainian passports.
The purpose of such actions is simple - to show that sanctions have a price, that not only Russians will pay, but also those who imposed the sanctions.
And the most interesting thing is that through peace initiatives, Russia will try to split the EU from within. It works very simply:
In parallel with attacks on EU infrastructure and sabotage in Europe, Russia can suddenly declare that "we are open to dialogue", "sanctions harm everyone", "the EU should lift restrictions on food/fertiliser/oil supplies to poor countries", etc.
This is a textbook technique, a typical Kremlin hybrid strategy of "strike + peace", which has the ultimate goal of splitting the EU from within: some will want to put pressure, others will want to make contact.
Moral. Russia has no economic nuclear button and cannot respond economically in any way at all.
However, it is too early to rejoice in the EU. As practice shows, EU intelligence services are not ready to accept the reality that the Cold War has already begun. Therefore, you either respond to threats adequately or you will have to deal with the consequences.
