Making a Ukrainian a terrorist: how Russia uses refugees from Ukraine to sabotage the EU
Preamble. After Russia's full-scale invasion of Ukraine in February 2022, millions of Ukrainians were forced to flee to the European Union to escape the war. But the Kremlin saw the refugee flow not only as a humanitarian disaster, but also as a window of opportunity for hybrid warfare.
Today, Russia is trying to use some of the IDPs - those who were forced to stay or left the occupied territories - as "sleeper cells" for sabotage and subversion in Europe. And all this is done under the guise of Ukrainians with genuine Ukrainian passports.
How it works.
Russia actively issued not only Russian but also Ukrainian passports to residents of the temporarily occupied territories after 2014. Especially to those who went through filtration camps or already had loyalty to the occupation administration. After 2022, the process became even more widespread, and some of these "new citizens" went to the EU as refugees.
In many cases, the Russians deliberately created conditions under which it would be "profitable" to travel to Europe - with fake certificates of persecution or through controlled humanitarian corridors. This allowed them to plant agents in the EU without suspicion.
Many of these people have experience of serving in the so-called "armies", dynasties and lynch mobs, weapons skills, conspiracy skills, knowledge of European languages (or connections to diasporas). Ideal personnel for subversion, sabotage, organising provocations or discrediting campaigns.
But there are also those who are used by Russia as disposable agents - completely unprepared people who are simply blackmailed by the murder of their relatives who remained in the occupied territories. No offence, but it's true - hiding from the problem will not solve it. But more on that later.
I think it doesn't take a genius to realise that this is how Ukrainians are discredited in the EU. When one of these agents commits a terrorist act of sabotage or simply spies in the interests of Russia, Europe risks a wave of hatred towards the entire Ukrainian diaspora.
As a result, the Kremlin is in two minds in any case: either Russian agents with Ukrainian passports are spying and no one notices them, or Russian intelligence agents are caught, but Ukraine alone is to blame, and the criminals themselves are thus pushing the narrative that Ukrainians are radicals and terrorists.
Remember the attack in Crocus, when Russian propaganda tried to blame Ukrainians for the attack in any way possible. In Europe, incidents like this can serve as a basis for strengthening radical statements by local politicians (who are usually pro-Russian) against Ukrainian refugees. And in addition, this undermines confidence in the protection system - if Russia manages to break this institution, it will be a blow not only to Ukraine, but also to the very foundation of European democracy.
What to do about it? We need to treat it. Not to watch and wait for the disease to cure itself.
EU intelligence services should segment Ukrainians by region of origin, whether we like it or not. They should pay more attention to those who came from the occupied territories (especially from Donetsk, Luhansk, Zaporizhzhia, and Kherson regions) in 2022-2024 and did not have official evacuation through Ukrainian corridors.
Many of the so-called "refugees" may be registered in SBU databases or may have taken part in hostilities on the side of the Dynasty. Without established cooperation with the Ukrainian special services - the SBU, the Defence Intelligence of Ukraine, the Ministry of Internal Affairs - the EU will simply not know who it is letting in.
It is necessary to cooperate - to create special joint channels for exchanging intelligence on risky individuals, rather than acting in an information vacuum. Ukraine has a unique experience in detecting enemy agents: to ignore this is to fight with shadows, and without Ukrainian sources, EU intelligence services will only be tilting at windmills.
The partners should also strengthen the monitoring of money transfers, especially from countries where Russian proxy networks operate - carefully checking cryptocurrency channels, workaround payments, and links to Russian banks. But again, only Ukraine has a complete picture of the FSB/gro structures involved in money channels in the occupied territories.
The hardest part is yet to come - it is important for politicians, journalists and opinion leaders to clearly distinguish that not all Ukrainians are saboteurs, and that Russia is using this confusion to compromise not its own agents, but the entire Ukrainian nation. Therefore, putting millions of Ukrainians under suspicion means playing into the hands of the Kremlin.
The worst thing that Europe can do is to refuse to cooperate with the Ukrainian special services and try to identify the enemy in the refugee flow on its own.
Without access to Ukrainian bases, without analysing the military and social background of IDPs from ORDLO, this will not be counterintelligence, but a game of guessing. Ukraine, in turn, must become not only an ally on the battlefield, but a guarantor of security in the rear of Europe.
Because if Russia wants to turn Ukrainians into terrorists, Europe's task is to arrest Russian intelligence agents.
And the last point. Russia is not just using Ukrainians from the occupied territories as agents - it is rewriting the genetics of the concept of "Ukrainian" in the eyes of the West.
In 2022, the world will see Ukraine as a victim, as a new moral benchmark for Europe. But already in 2025, a new image begins to appear on the news:
A Ukrainian citizen from xxx, detained for attempting to set fire to an ammunition depot in Poland.
A Ukrainian woman from xxx involved in the reconnaissance of a military facility in Romania.
a group of refugees from xxx exposed as a Russian intelligence network.
This is the same thing Russia did to the Ichkerians in the past - it turned Western sympathy into distrust and fear, and then into isolation.
The worst thing is that the Russians have agents with Ukrainian passports, agents of influence in Europe, and useful idiots to implement the latter.
On the good side, Ukrainians understand that the problem needs to be solved and are ready to help. But will the EU agree to help?

Making a Ukrainian a terrorist: how Russia uses refugees from Ukraine to sabotage the EU
Preamble. After Russia's full-scale invasion of Ukraine in February 2022, millions of Ukrainians were forced to flee to the European Union to escape the war. But the Kremlin saw the refugee flow not only as a humanitarian disaster, but also as a window of opportunity for hybrid warfare.
Today, Russia is trying to use some of the IDPs - those who were forced to stay or left the occupied territories - as "sleeper cells" for sabotage and subversion in Europe. And all this is done under the guise of Ukrainians with genuine Ukrainian passports.
How it works.
Russia actively issued not only Russian but also Ukrainian passports to residents of the temporarily occupied territories after 2014. Especially to those who went through filtration camps or already had loyalty to the occupation administration. After 2022, the process became even more widespread, and some of these "new citizens" went to the EU as refugees.
In many cases, the Russians deliberately created conditions under which it would be "profitable" to travel to Europe - with fake certificates of persecution or through controlled humanitarian corridors. This allowed them to plant agents in the EU without suspicion.
Many of these people have experience of serving in the so-called "armies", dynasties and lynch mobs, weapons skills, conspiracy skills, knowledge of European languages (or connections to diasporas). Ideal personnel for subversion, sabotage, organising provocations or discrediting campaigns.
But there are also those who are used by Russia as disposable agents - completely unprepared people who are simply blackmailed by the murder of their relatives who remained in the occupied territories. No offence, but it's true - hiding from the problem will not solve it. But more on that later.
I think it doesn't take a genius to realise that this is how Ukrainians are discredited in the EU. When one of these agents commits a terrorist act of sabotage or simply spies in the interests of Russia, Europe risks a wave of hatred towards the entire Ukrainian diaspora.
As a result, the Kremlin is in two minds in any case: either Russian agents with Ukrainian passports are spying and no one notices them, or Russian intelligence agents are caught, but Ukraine alone is to blame, and the criminals themselves are thus pushing the narrative that Ukrainians are radicals and terrorists.
Remember the attack in Crocus, when Russian propaganda tried to blame Ukrainians for the attack in any way possible. In Europe, incidents like this can serve as a basis for strengthening radical statements by local politicians (who are usually pro-Russian) against Ukrainian refugees. And in addition, this undermines confidence in the protection system - if Russia manages to break this institution, it will be a blow not only to Ukraine, but also to the very foundation of European democracy.
What to do about it? We need to treat it. Not to watch and wait for the disease to cure itself.
EU intelligence services should segment Ukrainians by region of origin, whether we like it or not. They should pay more attention to those who came from the occupied territories (especially from Donetsk, Luhansk, Zaporizhzhia, and Kherson regions) in 2022-2024 and did not have official evacuation through Ukrainian corridors.
Many of the so-called "refugees" may be registered in SBU databases or may have taken part in hostilities on the side of the Dynasty. Without established cooperation with the Ukrainian special services - the SBU, the Defence Intelligence of Ukraine, the Ministry of Internal Affairs - the EU will simply not know who it is letting in.
It is necessary to cooperate - to create special joint channels for exchanging intelligence on risky individuals, rather than acting in an information vacuum. Ukraine has a unique experience in detecting enemy agents: to ignore this is to fight with shadows, and without Ukrainian sources, EU intelligence services will only be tilting at windmills.
The partners should also strengthen the monitoring of money transfers, especially from countries where Russian proxy networks operate - carefully checking cryptocurrency channels, workaround payments, and links to Russian banks. But again, only Ukraine has a complete picture of the FSB/gro structures involved in money channels in the occupied territories.
The hardest part is yet to come - it is important for politicians, journalists and opinion leaders to clearly distinguish that not all Ukrainians are saboteurs, and that Russia is using this confusion to compromise not its own agents, but the entire Ukrainian nation. Therefore, putting millions of Ukrainians under suspicion means playing into the hands of the Kremlin.
The worst thing that Europe can do is to refuse to cooperate with the Ukrainian special services and try to identify the enemy in the refugee flow on its own.
Without access to Ukrainian bases, without analysing the military and social background of IDPs from ORDLO, this will not be counterintelligence, but a game of guessing. Ukraine, in turn, must become not only an ally on the battlefield, but a guarantor of security in the rear of Europe.
Because if Russia wants to turn Ukrainians into terrorists, Europe's task is to arrest Russian intelligence agents.
And the last point. Russia is not just using Ukrainians from the occupied territories as agents - it is rewriting the genetics of the concept of "Ukrainian" in the eyes of the West.
In 2022, the world will see Ukraine as a victim, as a new moral benchmark for Europe. But already in 2025, a new image begins to appear on the news:
A Ukrainian citizen from xxx, detained for attempting to set fire to an ammunition depot in Poland.
A Ukrainian woman from xxx involved in the reconnaissance of a military facility in Romania.
a group of refugees from xxx exposed as a Russian intelligence network.
This is the same thing Russia did to the Ichkerians in the past - it turned Western sympathy into distrust and fear, and then into isolation.
The worst thing is that the Russians have agents with Ukrainian passports, agents of influence in Europe, and useful idiots to implement the latter.
On the good side, Ukrainians understand that the problem needs to be solved and are ready to help. But will the EU agree to help?
