New Latin America: how Russia is cloning Abwehr schemes in Sweden
In March 2025, the Swedish Security Service (Säro) made an alarming announcement: Russia has begun recruiting people with drug addictions for sabotage activities within Sweden. According to TV4 Nyheterna's sources, this is a new tactic - recruiting those least suspected of being spies. From Moscow's point of view, the ideal perpetrator is a socially invisible person, a drug addict, a homeless person or a petty criminal element - all of whom do not raise suspicion but can silently undermine critical infrastructure.
According to Säpo, these "expendable agents" receive instructions via social media, get paid and disappear. The Kremlin does not care about their fate, as the mission is complete - the agent is written off.
Sweden is a new NATO member. The country's accession to the Alliance in March 2024 effectively eliminated the "neutral zone" in the Baltic States. Now the Baltic Sea is, in fact, NATO's inland lake, which cannot but worry Moscow because of the problems with Kaliningrad
In addition, Sweden is actively supporting Ukraine, transferring weapons, modernising its defence industry and participating in air patrols over the Baltic. This, in turn, cannot be good for the Russians. The outright increase in Russian espionage activity in Sweden is a response to the declining effectiveness of classical intelligence methods. Säpo has been actively exposing Russian diplomats and spies, which means that Russia's game needs new players. That is why a new tactic has been chosen
Recruitment takes place via Telegram, Discord, and closed social media groups. Russians don't recruit for the sake of an idea - they recruit for a dose or easy money. A small service (take a picture of an object, move a package, leave a bag) = quick money for the performer and a full-fledged spy operation for the Russians, without any evidence of involvement
Russian spies pay the most attention to the critical infrastructure of Sweden (power substations, telecom masts, transport hubs, water supply facilities, etc.) Local police have already been instructed to look for anything unusual in these areas.
Säpo estimates that up to 30% of the Russian embassy staff in Sweden are intelligence officers. The Russian Orthodox "church" is also used as a legitimate cover for intelligence activities.
Similar cases to Sweden have been reported in Poland, Latvia, Lithuania and Estonia, as all these countries are on the frontline of the hybrid war. In 2021, two spy brothers of Iranian origin were exposed, one of whom worked for SÄPO and military intelligence, which means that the Russian network was deep and long-standing.
Säpo calls on the police to pay attention to petty criminals near important facilities, analyse the behaviour of drug addicts (especially in technical or isolated areas), and coordinate surveillance with cyber intelligence: most "contracts" with Russian taskmasters are made online.

After the First World War, the Treaty of Versailles effectively blocked Germany's ability to have a full-fledged army, navy and intelligence. Therefore, as early as the 1920s, the German General Staff began to build global informal networks of influence, especially in Latin America. And in the 1930s, German intelligence in Latin America recruited not politicians, but ordinary, poor outsiders. The Germans' logic was simple: a person who doesn't care is the best agent. It's easy with this person, no one is interested in them, but they are grateful that someone has finally seen them.
In the interwar period, Germany (especially after the Nazis came to power in 1933) was looking for new ways to influence the world, despite the prohibitions of the Treaty of Versailles.
Latin America was an ideal place because anti-Americanism was already spreading in the region. There were also large German diasporas in the region - in Brazil, Argentina, and Uruguay. The local intelligence services were really weak there, and social inequality was also present, so the Germans had no big problems recruiting disposable agents
The Abwehr did not rely on the elite because it understood that the elite is expensive to sell, but it is unreliable. Instead, they relied on workers of German descent, often unemployed, disillusioned, "lumpen", anarchists and communists ready to take revenge on the system for their poverty, smugglers, port workers, prostitutes, and undocumented immigrants.
They lived in the shadows - ideal performers for shady business. Their main advantage is indifference to laws, borders and consequences.
There were no scenes from spy films, everything worked much more simply and trivially. The tasks of one-time agents were small, strategically valuable, and the performers stupidly did not understand what they were doing in reality + they could not betray the entire network because they knew a maximum of one person
In Latin America, this scheme was used to spy on Allied ships (in the ports of Buenos Aires and Rio de Janeiro), transmit information through simple bookmarks, spread Nazi propaganda among workers, set fire to Allied warehouses or disrupt supplies.The German model works to this day because it is not based on ideology, but on basic things: survival, money, and "attention" that no one has ever given. For the first time, someone told all these people: "You are needed. We trust you. We will give you a place in the game. And even some quick money."
Such a technique instantly breaks the psyche. A person who has been considered unnecessary all his life gets a role, an important task, and not just flushes his life down the toilet
Since 1935, the Abwehr (German military intelligence), under the leadership of Admiral Canaris, has turned Latin America into a "test zone" for asymmetric influence. Unlike the USSR or the United States, Germany had no official force there, so it built influence through agents without the signs of agents.
The priority was not "smart" but "desperate" performers. The key idea was not to convince, but to make them feel important and useful. It was the first massive intelligence network built on the psychological need to be noticed + get quick money "for nothing"
How did it work in practice? Judge for yourself
Argentina. Buenos Aires was a base for communication with German submarines, and port workers from German colonies took pictures of the movements of Allied ships,
Brazil - a huge network of German schools and clubs was created in the country, an ideal environment for covert propaganda. Peasants and farmers became observers for German intelligence, because "no one is interested in what a shepherd saw in the field".
Mexico and Cuba - local smugglers actively cooperated with the Germans, supplying them with information in exchange for weapons, alcohol or money. There are known cases of warehouses with British goods being blown up by hired criminals.
The Abwehr was the first to show that intelligence could exist not only through the elite, but also through massive "social scrap", people at the bottom. The German approach proved so effective that even after the war, the US CIA partially copied it in operations in Vietnam and Latin America, and the USSR, through its residencies in Mexico, Brazil, and Bolivia, also adapted the model of "small-time agents" - unofficially recognising its effectiveness.
Moral. In Russia's hybrid war, there are no heroes - only "consumables". The Kremlin does not need elite spies when it can launch a new-old model of sabotage
History repeats itself, only this time it is even dirtier. What the Abwehr came up with in Latin America is being repeated today in Sweden, Poland or Latvia - with the same cold logic: a desperate man is the best agent.
And here, the West must acknowledge the bitter truth: not every attack on critical infrastructure will be carried out by drones or hypersonic missiles. Sometimes, the perpetrator will be a drug addict with a plastic bag and a simple incendiary device.
The danger is not even that Russia is recruiting, because in any European country there are hundreds of people who do not need to be explained "why" - for them, the world has long ceased to be fair.
And if the West does not learn to see the threat not only in "little green men" but also in "invisible shadows" near bridges, substations or train stations, the hybrid war is already lost. Not because the enemy is strong, but because you, dear partners, are looking in the wrong place.

Нiмeцькa мoдeль пpaцює дocьoгoднi, бo ґpyнтyєтьcя нe нa iдeoлoгiї, a нa бaзoвиx peчax: виживaннi, гpoшax, “yвaзi”, якy нiкoли нe дaвaв нixтo. Bciм цим людям xтocь yпepшe cкaзaв: “Ти пoтpiбeн. Ми дoвipяємo тoбi. Ми дaмo тoбi мicцe в гpi. I нaвiть тpoxи швидкиx гpoшeй.”

New Latin America: how Russia is cloning Abwehr schemes in Sweden
In March 2025, the Swedish Security Service (Säro) made an alarming announcement: Russia has begun recruiting people with drug addictions for sabotage activities within Sweden. According to TV4 Nyheterna's sources, this is a new tactic - recruiting those least suspected of being spies. From Moscow's point of view, the ideal perpetrator is a socially invisible person, a drug addict, a homeless person or a petty criminal element - all of whom do not raise suspicion but can silently undermine critical infrastructure.
According to Säpo, these "expendable agents" receive instructions via social media, get paid and disappear. The Kremlin does not care about their fate, as the mission is complete - the agent is written off.
Sweden is a new NATO member. The country's accession to the Alliance in March 2024 effectively eliminated the "neutral zone" in the Baltic States. Now the Baltic Sea is, in fact, NATO's inland lake, which cannot but worry Moscow because of the problems with Kaliningrad
In addition, Sweden is actively supporting Ukraine, transferring weapons, modernising its defence industry and participating in air patrols over the Baltic. This, in turn, cannot be good for the Russians. The outright increase in Russian espionage activity in Sweden is a response to the declining effectiveness of classical intelligence methods. Säpo has been actively exposing Russian diplomats and spies, which means that Russia's game needs new players. That is why a new tactic has been chosen
Recruitment takes place via Telegram, Discord, and closed social media groups. Russians don't recruit for the sake of an idea - they recruit for a dose or easy money. A small service (take a picture of an object, move a package, leave a bag) = quick money for the performer and a full-fledged spy operation for the Russians, without any evidence of involvement
Russian spies pay the most attention to the critical infrastructure of Sweden (power substations, telecom masts, transport hubs, water supply facilities, etc.) Local police have already been instructed to look for anything unusual in these areas.
Säpo estimates that up to 30% of the Russian embassy staff in Sweden are intelligence officers. The Russian Orthodox "church" is also used as a legitimate cover for intelligence activities.
Similar cases to Sweden have been reported in Poland, Latvia, Lithuania and Estonia, as all these countries are on the frontline of the hybrid war. In 2021, two spy brothers of Iranian origin were exposed, one of whom worked for SÄPO and military intelligence, which means that the Russian network was deep and long-standing.
Säpo calls on the police to pay attention to petty criminals near important facilities, analyse the behaviour of drug addicts (especially in technical or isolated areas), and coordinate surveillance with cyber intelligence: most "contracts" with Russian taskmasters are made online.

After the First World War, the Treaty of Versailles effectively blocked Germany's ability to have a full-fledged army, navy and intelligence. Therefore, as early as the 1920s, the German General Staff began to build global informal networks of influence, especially in Latin America. And in the 1930s, German intelligence in Latin America recruited not politicians, but ordinary, poor outsiders. The Germans' logic was simple: a person who doesn't care is the best agent. It's easy with this person, no one is interested in them, but they are grateful that someone has finally seen them.
In the interwar period, Germany (especially after the Nazis came to power in 1933) was looking for new ways to influence the world, despite the prohibitions of the Treaty of Versailles.
Latin America was an ideal place because anti-Americanism was already spreading in the region. There were also large German diasporas in the region - in Brazil, Argentina, and Uruguay. The local intelligence services were really weak there, and social inequality was also present, so the Germans had no big problems recruiting disposable agents
The Abwehr did not rely on the elite because it understood that the elite is expensive to sell, but it is unreliable. Instead, they relied on workers of German descent, often unemployed, disillusioned, "lumpen", anarchists and communists ready to take revenge on the system for their poverty, smugglers, port workers, prostitutes, and undocumented immigrants.
They lived in the shadows - ideal performers for shady business. Their main advantage is indifference to laws, borders and consequences.
There were no scenes from spy films, everything worked much more simply and trivially. The tasks of one-time agents were small, strategically valuable, and the performers stupidly did not understand what they were doing in reality + they could not betray the entire network because they knew a maximum of one person
In Latin America, this scheme was used to spy on Allied ships (in the ports of Buenos Aires and Rio de Janeiro), transmit information through simple bookmarks, spread Nazi propaganda among workers, set fire to Allied warehouses or disrupt supplies.The German model works to this day because it is not based on ideology, but on basic things: survival, money, and "attention" that no one has ever given. For the first time, someone told all these people: "You are needed. We trust you. We will give you a place in the game. And even some quick money."
Such a technique instantly breaks the psyche. A person who has been considered unnecessary all his life gets a role, an important task, and not just flushes his life down the toilet
Since 1935, the Abwehr (German military intelligence), under the leadership of Admiral Canaris, has turned Latin America into a "test zone" for asymmetric influence. Unlike the USSR or the United States, Germany had no official force there, so it built influence through agents without the signs of agents.
The priority was not "smart" but "desperate" performers. The key idea was not to convince, but to make them feel important and useful. It was the first massive intelligence network built on the psychological need to be noticed + get quick money "for nothing"
How did it work in practice? Judge for yourself
Argentina. Buenos Aires was a base for communication with German submarines, and port workers from German colonies took pictures of the movements of Allied ships,
Brazil - a huge network of German schools and clubs was created in the country, an ideal environment for covert propaganda. Peasants and farmers became observers for German intelligence, because "no one is interested in what a shepherd saw in the field".
Mexico and Cuba - local smugglers actively cooperated with the Germans, supplying them with information in exchange for weapons, alcohol or money. There are known cases of warehouses with British goods being blown up by hired criminals.
The Abwehr was the first to show that intelligence could exist not only through the elite, but also through massive "social scrap", people at the bottom. The German approach proved so effective that even after the war, the US CIA partially copied it in operations in Vietnam and Latin America, and the USSR, through its residencies in Mexico, Brazil, and Bolivia, also adapted the model of "small-time agents" - unofficially recognising its effectiveness.
Moral. In Russia's hybrid war, there are no heroes - only "consumables". The Kremlin does not need elite spies when it can launch a new-old model of sabotage
History repeats itself, only this time it is even dirtier. What the Abwehr came up with in Latin America is being repeated today in Sweden, Poland or Latvia - with the same cold logic: a desperate man is the best agent.
And here, the West must acknowledge the bitter truth: not every attack on critical infrastructure will be carried out by drones or hypersonic missiles. Sometimes, the perpetrator will be a drug addict with a plastic bag and a simple incendiary device.
The danger is not even that Russia is recruiting, because in any European country there are hundreds of people who do not need to be explained "why" - for them, the world has long ceased to be fair.
And if the West does not learn to see the threat not only in "little green men" but also in "invisible shadows" near bridges, substations or train stations, the hybrid war is already lost. Not because the enemy is strong, but because you, dear partners, are looking in the wrong place.
